You may want to call the BLS call centre and ask but it should be possible to collect despite opting for delivery. From my experience from opting for postal for the surrender certificate, I wasted a full week. I am presuming based on the older posts on this forum, collecting OCI in person may save you anywhere between 3 days to a week. Again, this is just my understanding.

No Update. The OCI is for my son and we are travelling on Nov-02. Since I know this Ottawa Jurisdiction is very slow when compared to other Jurisdiction, I applied for Tourist Visa as Plan B while submitting for the OCI application. Received the Tourist Visa in 10 days. I have opted for Courier Delivery so I called BLS Customer Care and asked about receiving in Person on Nov-01 to save some mailing time from BLS center to my address.
But they said as per the latest update on my file, the OCI has not received at the BLS Office. I am still planning to visit the BLS Montreal tomorrow after 3 PM to check my luck.
As long as the travel rules not changed for the Tourist Visa entry into India, I am okay since I applied for OCI just to be prepared in case if the Entry to India is allowed for OCI and Indian Citizen which happend during the peak pandemic.
( Note : Based on my conversation with BLS agent in Montreal office while submitting my application, choosing Courier option does not mean that they will be sent directly from High Commission. They receive it first and they courier from the respective BLS Centre to your address).

Postal service r very slow ,they take 12 days to put u in the system, they lie allot ,because they have to sell courier service to the customers. I mailed my daughter passport for visa , on 20 Oct and its still shows nothing and I have a flight to India on fist week of December. I am not sure I will get her passport before that
