What does "Registration Pending" means?

I applied to CIC through paper based application for PR after I got my CSQ. and I was able to link my application with my GC Key. I have received my UCI and AOR. But my GCKey account reads Application Details as "Registration Pending". What does it actually means?

Still not, and I had reported them and raised several webform even called them 4/5 times but no solution. Already 3 months had passed but didn’t received any biometric or medical. I’m in blank hole. Don’t know what to do.

Hi, today it changed to your action is request. They asked for an ADR. PCC from home country. Hope yours get a happy solution soon.
