A friend had recently tried creating EE profile. However, his application was rejected with "Ineligible for EE at this time". There isn't anything specific to his case however, there was a generic reasons

* not having a valid language test,
• language test results that are more than two years old,
• a language test score that is too low,
• not having enough relevant work experience,
• not having the required education level,
• not having enough funds.

He is 39, applying from USA and language scores was (6W, 6R, 9S, 8.5 S). He has a job offer and more than required years of experience. His score came around 470 based on calculator but he isn't sure why the profile was rejected. Any suggestions?

Not enough info to comment. Has he done ECA? Did he show sufficient POF? Does he have at least 67 points under FSW? He needs to review all of his answers again.

Is the IELTS score valid? Is the POF amount as per the current requirements? He needs to review his answers.

Yeah, he had ECA and POF for a family of 4. I can ask about the 67 point criteria. Thanks.
 
If he has 67 points or more then that is not the issue and he has answered one or more questions incorrectly.
Yes, then he need to check the online application carefully. One wrong answer can disrupt your successful application submission.

A distant relative (Uncle/aunt/cousin etc.) can also help you fetching 5 adaptability scores.
 
Thanks. Yeah, he doesn't have any. He might give it another shot and if not, try ICT and CEC once in Canada on a work permit.
If working for a company with Canadian offices then that May be the best option. However, doesn’t mean his CEC score will be high enough.
