Few days back I received my gcms notes after 2.5 months after request. I wouldn’t have got that either but a couple of weeks back I had sent a request to Information Commissioner office. I think that’s how I finally got my GCMS. But hardly any details filled in it. Only talks about “prospective” file. & the agent code of person who’s doing my criminality. Few notes about MPs who reached out on my behalf & tfn, nothing more I think. I am just wondering why they haven’t issued AOR or BIL despite they initiating criminality from Feb onwards. & why they haven’t assigned an officer since Feb?
The application status of "prospective" means that the processing is not yet started. When it does, it changes to "In Progress".
What is the 4 digits next to the "RC" in the "assigned to" column of criminality review page?

I receive a message from IRCC this morning and it turns out to be the biometric refund. I guess that's some kind of progress.

If you passed the completeness check then you should be able to link your application using the TFN or they should send you AOR right after that.
Regarding your point about the TRV, the problem is that officers do not have obligations to process TR2PR applications in a certain amount of time. I heard this multiple time from people who contacted client center or asked their MP. This is really frustrating but that's how everything works right now.
In your case and in the others, I don't think there is a delay from the departments other than IRCC. But the processing offices do not process these applications similar to other programs. For example, I saw in many GCMS notes that criminality check has the deadline of 30 days, but the officer simply did not checked that even after a few months.

I made a mistake of not applying for dependent work permit for my wife back in Jan 2022. Instead I believed Tr to Pr pathway is faster and the processing time showed almost an year for dependent work permit. Now that I applied OWP for my wife and I didnt get any response yet. My PGWP expires next year 2023 sept. But to apply my wife OWP , i have apply for extension and I did it. I am 100% sure that they reject this. I don't know what to do now. A friend of mine who applied his spouse dependent wp got the approval yesterday.
I did a mistake. Can I start new application again? any thoughts?

applied GCMS notes almost 1.5 month ago, did not get any response yet. Anyway, i am going to India for 3 months in September, can't stay here and wait for their slow process. Hope for the best

Talking about no mandate on PR to PR processing time line which I believe is true, I thought may be if I submit an EE application, and regarding minister statement that new EE will be processed in normal 6 months, I probably will end up sooner than TR to PR.
My EE profile is expired, but when I tried to create a new one it doesnt allow and says "you have already an application in progress" . I thought may be it is because I have an expired profile, but there is no way I can delete that. So not sure if it is because of my TR to PR or existing expired profile. Anyone has this experience and have been able to manage it ?

Try creating another account using the partner sign-in option and apply for your EE from there.
It's because you cannot have two PR applications simultaneously in one account and you already have a TR2PR application in progress.

Have you applied for WP under TR2PR policy? If you do, you can also apply for your spouse if their name is listed as dependent in your TR2PR application.

And I of course I try daily to link, nothing there too. Can it be that because I have on going application they dont process or I cant link to this account because of that ?

No worries. I don't think so because you can have multiple PR applications at the same as long as they are not duplicate under the same program.
For your case PNP and TR2PR are different. I believe the reason is that PNP has the longest processing time in PR applications so there is a great chance that it's not been started so far.
