“We are currently processing your application for permanent residency. You now qualify to receive pre-arrival services to help you prepare for your new life in Canada. These services are only available to you before you enter Canada.”

What do I expect going forward? I am already in Canada

Timeline:
1. We received your application for permanent residence on April 9, 2021.
2. We started processing your application on November 16, 2021.
3. Medical results have been received.

I have not been able to link my application with my GCKey.

I got another letter that stated that I have passed eligibility. It also stated that my accompanying family member/s outside Canada has/have been transferred to a visa office outside Canada.

your family is in Canada or outside Canada?
has your family application been transferred to local visa office outside for processing?
usually after pre-arrival medical comes fast, but what they can do or might do is send medical request for your family outside and yours at the same time.
If you do not get medical within 1-2 months, I think probably that's what they will do
