Exactly the language is so unclear!! Getting USA PCC is no problem but India's is a pain. Was a pain the first time too. I have not traveled outside USA since receiving the Acknowledgment of Submission (AOS) from the Canada immigration.

What confused me is why they mentioned "From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificate. ".
“Please provide a newly issued police certificate from current your country of residence. This is the link for USA:” clearly says USA is needed and that part is clear to me. My confusion is regarding the resubmission of a new PCC from India.
I haven't travelled to India at all after submission but my India PCC was issued in May 21. My Dubai PCC had validity of 3 month so thats expired.
My request letter mentions below:
Updated Police Certificate from Dubai : From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificate.

I know its a pain getting India PCC from Toronto (if thats where you are ) If possible get it or get a LOE stating you never went to India after the last application so the previous PCC should still be good. I have seen people do that in the forum

Ah, ok. In that case, that makes sense. I just browsed through several posts on this forum and saw people getting new PCCs because of 2-3 day trips. Was just wondering )

A lot if it could be due to the information shared by the "agents/consultants" who make the process complicated and also instill fear in peoples minds .
