Second, you are completely wrong on the bold part. This is NOT the ONLY way. They can keep processing speed same for everybody and just increase processing speed for those applications that are languishing for a long time and average time will still come down.
I read the average is based on the latest completed applications that took a very long time to process due to COVID. In that case it does make sense as I know many applications took around that time and the website kept saying 12 months for the last 2 years. For now, it should be improving soon if they do a better job in processing applications faster, it will reflect quicker on the average timeline as they mentioned it will be updated weekly. We only get to monitor and hope it gets shorter
