It seems like this is a part of a standard email sent when the package reaches VFS. I am assuming for people who did not opt for both way courier service. It was also mentioned in the first email I received from VFS...shouldn't be a cause for any concern in my opinion.
Also, I read on this forum that the return tracking id gets activated once the passport is dispatched by IRCC.

What did you do?? Did you call me them and request for return courrier.. As far as I remember I opted for two way courier service..

I got ‘The decision envelope for your application, tracking ID No. … has been dispatched from the IRCC Office, to the Canada Visa Application Centre in CVO-NEW DELHI.

But PR tracker and gckey doesn’t have counterfoil message , is it normal ??

Does this mean passport returned without the stamp ?? Because PR tracker and GCKEY doesn’t have any updates ..

No it doesn't mean that. GCKEY will get updated by tomorrow. Share your timeline please.

October 8th 2021 application for my wife through permanent resident portal
January 14 AOR
January 27 biometrics
January 28 sponsorship approval
January 31st biometrics done
January 31st medical request
Medical scheduled for feb 4th
Medical done on feb 7th
Medical passed on feb 9th
PR approved and issued COPR number Feb 11 th on PR tracker
Passport Request FEB 21
FEB 23 Pickup Registered
FEB 24 Dropped of the parcel to the centre
FEB 26 Reached Delhi VFS ( didn’t deliver because of weekend)
FEB 28 Morning Delivered
March 1st processing started with IRCC
March 23 ‘The decision envelope for your application, tracking ID No. …. has been dispatched from the IRCC Office, to the Canada Visa Application Centre in CVO-NEW DELHI. ‘
— PR tracker or GCKEY not updated , waiting for delivery

No I did not call them since I also opted and paid for the 2 way courier service. I think you are reading too much into that 1 line in their email. If your passport has reached IRCC then there shouldn't be any problem. Plus you would also have received a return tracking ID which implies that the return will also be handled by VFS.

Hi everyone .. I need to submit passport for stamping for my mother’s trv through the 2-way courier process. The email says that I need to include the Passport Transmission Letter.
Is that the email received from IRCC or VFS with awb#?
